2026 opportunities by country

This page covers the main 2026 opportunities for Palestinian students by destination: Germany, Turkey, South Korea, Gulf, and multilateral programmes. Each entry notes what is covered, when to apply, and which Palestinian sub-groups are eligible.

  • Germany — DAAD EPOS (full funding, research focus), Helmut-Schmidt Programme (public policy), Heinrich Böll Foundation (social sciences/arts). No IELTS required for most DAAD tracks. Deadline: October–November.
  • Turkey — Türkiye Burslari covers tuition, housing, and a monthly stipend. Palestinian nationals consistently rank among the top recipient nationalities. Deadline: February.
  • South Korea — KGSP (Korean Government Scholarship Program) covers full tuition, flights, and monthly allowance. Palestinian passport holders are eligible. Deadline: September.
  • Multilateral — ISDB (Islamic Development Bank) fully funds OIC-country nationals including Palestinians. Gaza students qualify for the emergency scholarship track. Deadline: January–March.
  • Humanitarian — DAFI (UNHCR), IIE Scholar Rescue Fund, and Education Cannot Wait (ECW) cover students displaced by conflict. UNRWA-registered students have additional DAFI eligibility.
  • Fully funded options exist at all three levels — undergraduate, masters, and PhD — across all the above programmes.

How to apply in 2026

  • Start ISDB prep in October: the application portal opens November and requires a 3-page research proposal, transcripts, and a supervisor letter.
  • For Türkiye Burslari, your motivation letter is the deciding factor — focus on what you will contribute to Turkey–Palestine relations or regional development, not just your grades.
  • KGSP requires a medical certificate from a licensed clinic and two sealed academic references — give yourself 6 weeks to collect these before the September deadline.
  • DAAD applications for Palestinian students are strongest when framed around development or reconstruction — the EPOS track (development-related postgraduate study) was designed for exactly this.
  • If you are in Gaza or the West Bank, IIE SRF and ECW have emergency application tracks that run independently of the standard annual cycle — apply as soon as you have an admission letter.
  • No IELTS? Türkiye Burslari does not require it. ISDB accepts internal university tests. Use the no-IELTS filter on ScholarPal to find every IELTS-free option.

An Open Letter from University Staff Across the Netherlands — Dutch Scholars for Palestine

Palestinian-focused eligibility

Netherlands · Bachelor's

An Open Letter from University Staff Across the Netherlands — Dutch Scholars for Palestine 0 An open letter from university staff across the Netherlands We, university staff from across the Netherlands, would like to express our full support for the students who have protested for the last three weeks across our campuses to demand an end to our universities’ complicity with the ongoing genocide in Gaza, as well as decades of occupation, apartheid, and ethnic cleansing carried out by Israel on the Palestinian people. It is our students who have transformed our campuses and forced us all to confront the ongoing genocide in Gaza, including our role in supporting it. Now that we are being forced as academic communities to engage with this issue, we note two extremely worrying trends, which we believe are designed to distract from the urgency to take action. First, discussions within the media, by our politicians, and on our campuses obsess about the nature of the protests which have taken place. Many of our students, especially in Amsterdam and Utrecht, are being smeared as violent and creating unsafe environments, particularly for Jewish students. But this represents a weaponisation of both the language of social safety and antisemitism. It also ignores the fact that a considerable number of those taking part in actions are Jewish staff and students. Other encampments are being praised for remaining 'peaceful'. But both narratives are being used as ways for Executive boards (CvB

CARA Fellowship Programme for At-Risk Academics

Living-cost support available

United Kingdom · Bachelor's, PhD, Postdoc, Faculty

What we do Home > what we do > What we do Cara - the Council for At-Risk Academics - has been working since 1933 to support academics at risk. Our Fellowship Programme is a rescue mission for academics in immediate danger. At any time, some 350 at-risk academics are in placements, or are being helped through the process of finding a safe place to continue their work, with their families too. Our regional programmes support individuals working on in their home countries despite the risks, and those in exile nearby. They also work with higher education institutions whose work is at risk or compromised. Our Syria Programme was established in 2016, and worked until 2024 with some 200 Syrian academics in exile, mostly in Turkey. We also partner with other organisations, including with the British Academy in the 'Researchers at Risk' programme for Ukraine-based academics, which was launched in 2022 in response to the Russian invasion. We now manage all the payments to nearly 180 grantees. We are also participating in the EU's Inspireurope+ programme (2022-25), as the lead for Work Package 2, ‘ Guidance for Researchers at Risk ’. In all that we do we honour the aim set out by our founders in 1933, “to prevent the waste of exceptional abilities exceptionally trained” - knowing how important such abilities are to the future of each country, and to the world. Cara’s Fellowship Programme Cara is ready to help academics from any country in the world Cara's Fellowship Programme Further Support for Cara Fellows Help to find temporary refuge, a place you can work and learn until you can return home Further Support for Cara Fellows Cara’s Syria Programme Providing support to academics affected by the Syria crisis Cara’s Syria Programme Close

Mr. Vreede and his wife were staunch supporters of the Lutfia Rabbani Foundation and their support has made it possible to award this annual scholarship. “ Despite the critical times we face as Palestinians, particularly in light of recent events, the lessons from the academy, made possible by your support, have deepened my knowledge of international law and reignited my passion. Exposure to diverse professionals has strengthened my commitment to using all legal means to support human rights and uphold international law.” – Tamara Al Tebi, 2024 Vreede Scholar Application and Requirements Alumni Highlight The Vreede Scholarship is a vital initiative that empowers scholars to continue their studies and important work within the legal field. ‘The Summer School was an exceptional experience.
