What we do Home > what we do > What we do Cara - the Council for At-Risk Academics - has been working since 1933 to support academics at risk. Our Fellowship Programme is a rescue mission for academics in immediate danger. At any time, some 350 at-risk academics are in placements, or are being helped through the process of finding a safe place to continue their work, with their families too. Our regional programmes support individuals working on in their home countries despite the risks, and those in exile nearby. They also work with higher education institutions whose work is at risk or compromised. Our Syria Programme was established in 2016, and worked until 2024 with some 200 Syrian academics in exile, mostly in Turkey. We also partner with other organisations, including with the British Academy in the 'Researchers at Risk' programme for Ukraine-based academics, which was launched in 2022 in response to the Russian invasion. We now manage all the payments to nearly 180 grantees. We are also participating in the EU's Inspireurope+ programme (2022-25), as the lead for Work Package 2, ‘ Guidance for Researchers at Risk ’. In all that we do we honour the aim set out by our founders in 1933, “to prevent the waste of exceptional abilities exceptionally trained” - knowing how important such abilities are to the future of each country, and to the world. About Us - IIE Scholar Rescue Fund Skip to content About Us Around the world, scholars have long suffered harassment, detention, torture, and other forms of persecution as a result of their work. In the worst cases, scholars pay with their lives for their dedication to their academic work and freedom of thought. The Institute of International Education (IIE), an independent not-for-profit organization, has supported opportunities for persecuted scholars since its founding in 1919. In 2002, IIE launched the Scholar Rescue Fund (IIE-SRF) to formalize its commitment to protecting the lives, voices, and ideas of scholars around the globe. IIE-SRF is the only global program that arranges, funds, and supports fellowships for threatened and displaced scholars at partnering higher education institutions worldwide, including inside their home regions. IIE-SRF selects outstanding professors, researchers, and public intellectuals for fellowship support and arranges visiting academic positions with partnering institutions of higher learning and research. Our fellowships enable scholars to pursue their academic work in safety and to continue to share their knowledge with students, colleagues, and the community. If conditions in the scholars’ home countries improve, scholars may return after their fellowships to make meaningful contributions to their national academies and civil society. If safe return is not possible, scholars may use the fellowship period to identify longer-term opportun

Eligibility Criteria - IIE Scholar Rescue Fund Skip to content Applicants Eligibility Criteria IIE-SRF accepts applications from professors, researchers, and public intellectuals who face threats and cannot continue their work in their home countries. Scholars from any country and in any academic field or discipline may qualify. Applicants are assessed based on academic qualifications and experience, the quality and/or potential of their work, and the urgency of the threats that they face. Preference is given to scholars who: hold a Ph.D. or highest degree in their field and have significant teaching and/or research experience at a university, college, or other institution of higher learning; have an established record of published research; demonstrate superior academic accomplishment or promise; are facing or have recently fled from immediate, targeted threats to their lives and/or careers in their home countries or countries of residence; will benefit their home and/or host academic communities. Unfortunately, IIE-SRF typically cannot consider applications from individuals who: are seeking to continue their studies, including Ph.D. study, or to complete an academic training program; have been displaced or have resided outside their home countries for more than two years; hold citizenship or permanent residency in a safe second country; will have completed two years on a comparable fellowship or other program for threatened scholars. An Open Letter from University Staff Across the Netherlands — Dutch Scholars for Palestine 0 An open letter from university staff across the Netherlands We, university staff from across the Netherlands, would like to express our full support for the students who have protested for the last three weeks across our campuses to demand an end to our universities’ complicity with the ongoing genocide in Gaza, as well as decades of occupation, apartheid, and ethnic cleansing carried out by Israel on the Palestinian people. It is our students who have transformed our campuses and forced us all to confront the ongoing genocide in Gaza, including our role in supporting it. Now that we are being forced as academic communities to engage with this issue, we note two extremely worrying trends, which we believe are designed to distract from the urgency to take action. First, discussions within the media, by our politicians, and on our campuses obsess about the nature of the protests which have taken place. Many of our students, especially in Amsterdam and Utrecht, are being smeared as violent and creating unsafe environments, particularly for Jewish students. But this represents a weaponisation of both the language of social safety and antisemitism. It also ignores the fact that a considerable number of those taking part in actions are Jewish staff and students. Other encampments are being praised for remaining 'peaceful'. Op de Nakbaherdenking, 73 jaar na de gedwongen uitzetting van Palestijnen uit hun huizen in wat nu Israël is, tonen wij ons solidair met alle Palestijnen. Onze steun gaat uit naar Palestijnen in Gaza, de Westelijke Jordaanoever en Israël, alsook naar de zeven miljoen vluchtelingen over de hele wereld, ook in Nederland, onder wie onze collega’s en studenten.
