The Foreign Ministry's scholarships The French Foreign Ministry awards many different scholarships to foreign students . 25% of these scholarships are directly financed by the Ministry in the framework of France Excellence Eiffel (for Master's or Doctoral level studies) or France Excellence Major programmes (for the best foreign students who have graduated from French high schools abroad). Cara's Syria Programme Syrian academics have for some years made up one of the largest groups being supported through our Fellowship Programme . But not everyone can, or wants to, travel so far away from their home region. For this reason, and drawing on the experience of our two earlier regional Programmes for Iraq and Zimbabwe , we launched our regionally-based Syria Programme (SP) in 2016, to provide support to Syrian academics in exile in the region around Syria, mainly in Turkey. Our SP offered a wide range of activities, all intended to help the participants to use and build on their existing skills and experience, and to develop their academic networks. While grappling with these questions and scrolling mindlessly through Econ Twitter, I came across the Robert S. McNamara Fellowships Program, almost by accident. As I would discover in the months to come, it was a happy accident. The premise—fellows are matched to researchers in either the Development Research Group (DECRG) or the Development Impact Group (DIME) and work with them on active projects—was very engaging. Indeed, for somebody who intends to pursue a PhD in economics, such an experience is valuable because it teaches you not just what research is but also whether you like it. My time in the fellowship was both wonderful and unique. I was initially recruited for the DE JURE program in DIME’s Governance Unit, on a project focused on determining the effect of improvements in access to justice in Kenya. However, two months into the fellowship, due to a shift in circumstances I found myself working under a different supervisor on a new project. The smoothness of this transition was a testament to both the fellowship’s robustness and DIME’s depth in quality. Quiroz Barrios Maria Del Mar Muhsine Senart Nour Elashmawy Shaping a Researcher from the Ground Up: The Robert S. McNamara Fellowship Quite often, people reach out to me asking what economists do. Many of them expect an answer related to finance, business, politics, or even an emphasis on superior mathematical prowess. I do not pretend to answer that question, but it is worth noting that economics is not commonly associated with the realm of science. Surprising as it may seem, economists are, in fact, social scientists. This role can be challenging to comprehend, particularly in many developing countries where the research work in economics is not emphasized as a successful professional path. This misconception belongs to the prevailing paradigm in the development countries. The Robert McNamara Fellowship is an effort to disrupt that paradigm. Matching potential researchers in economics from developing countries with researchers in the World Bank’s Development Impact Evaluation (DIME) and Development Research Group departments means to generate more opportunities for diversifying research groups and reducing the concentration of research activities. For individuals who have not yet embarked on a doctoral program but possess a strong desire to explore and answer questions, the fellowship program offers a valuable opportunity
